"v38.3 2026-09-25", then what the pass changed: `mint`, `place` and `unplace` write `scheme_current`; forest pages end at a thread; `progress --plan`; `compare` on one scale; `done.sh` gates pauses and interview cuts.

## Who writes it, and when

Written with the tools; shipped in the analyst's `tools/`.

## Why it exists

Why it exists is not stated in the sources. A1's `run_manifest.json` records a `tools_commit`, and `build.sh` fingerprints `tools/` into `CONTROL/RUN.json`.
