This is a bounded process account, not a newly established concept or typology. Its central distinction is between making contributions mutually usable, D01, and limiting collective claims, D02. Appraising what the effort meant, T4-006, belongs with neither dimension. The structure therefore does not describe a complete system, a single shared goal, or an inevitable progression from recruitment to effective command. P01 starts from a concrete invitation:

Making a shared object actionable, T4-001, gathers recruitment and specifications because both make an intended contribution identifiable. Territorial goals and attributed agency concern the object being organized; appraisal only partly resembles rewards. The account should transfer where contributions need public access, operating instructions depend on a negotiable target, and claims of unauthorized action identify proposed accountability. It predicts neither effectiveness from office nor agreement from referral. Those missing outcomes, not national vocabulary or corpus size, are the consequential unresolved questions.
